Brazil se preocupa por tener un submarino nuclear, Colombia firma un tratado para tener ocho bases militares extranjeras en su territorio, Mexico recorta los gastos de la UNAM,pero, ninguno de estos gobiernos es capaz de desarrollar programas para acoger universidades extranjeras de prestigio en su territorio, ni apoyan a sus estudiantes para matricular en Universidades norteamericanas y europeas de alto nivel, cuando lo hacen, las carreras matriculadas en su mayoria no son de ciencias, ni de ingenieria, un error estrategico de estos gobiernos.

"Brazil y Mexico estan muy por debajo de paises asiaticos con mucho menor poblacion y recursos pero con una mayor conciencia sobre el valor de la educacion superior que en ultima instancia decide el desarrollo social.
"Even more striking, South Korea, with a population that is less than half that of Mexico, is sending more than five times more students to U.S. colleges than Mexico. And Vietnam, a poor but increasingly globalized Communist-ruled country with a population that is less than half that of Brazil, is sending more than twice more young people to U.S. universities than Brazil."
